I haven't read the book in a while, but Dumbledore was a teacher at that time. I think he was a Potions or the Dark Arts teacher. And horcruxes are in one of those catergories...

dumbledore probably insisted..he was after all a hogwarts teacher so he does have a say in this..

I dont recall a riddle. Audio books are not really reliable because they sometimes put emphasis and pronounce words wrong so that might be it. Also, the memory had to do with Tom Riddle so that might be what you are talking about. You might have heard Tom's last name and gotten confused.

I think it's just because Dumbledore was a teacher, and a very respected and brilliant one at that, so if he found that a subject was inappropriate to be teaching students, he probably had a say in it.
